Route 2 improvements public session set

The City of Troy will hold its second public meeting to discuss the proposed corridor improvements along Route 2 (Congress and Ferry streets), intersection improvements at the Congress Street Bridge, and the rehabilitation of the Sage Tunnel. 

The schedule calls for a 6 to 7:30 p.m. session at the Italian Community Center, 1450 5th Avenue.

The public is invited to attend.

Please check your exterior lights

We're a number of days away from switching from Daylight Saving Time to Eastern Standard Time -- at 2 a.m. Sunday, November 3. However, that doesn't mean nature's darkness is delayed.

As sundown continues to occur earlier and earlier, when any lights on the Terrace blink out it becomes quite noticeable, and dangerous.

We have a number of dark areas on the Terrace, so the more proper lighting we have at each residence the better. Last year we repaired the lighting fixtures at the Hyland Drive entrance to the Terrace and added solar-powered lights in the planted area next to the mailbox gazebo parking lot. 

In my daily surveys of the Terrace, I note several exterior lights out of commission. Thus, I'm issuing one of my periodic reminders to all residents to be sure that your exterior lights -- both the pole lights and the bolted-on lights adjacent to the garage doors -- as well as any lights attached to the rear exterior are in good working order. 

Given the uptick in residential crime in the area, anything that can be done to avoid dark areas in the community is a plus for all residents.

Troy creates temporary dog shelter

The City of Troy has created a temporary shelter for stray dogs picked up by the city. It is located in the Department of Public Works garage.

As reported by the Times Union, "The city has taken in about 100 dogs since the beginning of the year after the Mohawk Hudson Humane Society across the Hudson River in the Village of Menands stopped accepting the animals due to space issues. 

"While the city signed a contract in April with the Saratoga County Animal Shelter to accept dogs as needed, the municipality has pushed ahead to deal with the problem itself of taking care of them until they can be reunited with their owners or put out for adoption through local rescue groups."

Mayor Carmella Mantello emphasizes that "This is a temporary shelter holding strays. It’s not what we wanted to be doing. It is a regional problem. We need to talk to other people.”

Mantello said she has spoken to Watervliet Mayor Charles Patricelli about establishing a regional discussion as the state’s cities are required by NYS Agriculture and Markets law to provide an animal shelter for dogs.

The City is using converted space at the garage, located at Douw Street and Seventh Avenue. Anyone wishing to make donations to aid the effort can call the DPW dispatcher at 518-270-4579 to find out what items are being accepted.

4th quarter dues deadline nears

 


A friendly reminder for those homeowners who pay dues on a quarterly basis:

Your fourth quarter dues must be received by Treasurer Jerry Gordon no later than next Tuesday, October 1. Quarterly dues are $475 ($415 for No. 34). 

As always, there are several ways to submit payment:

• Your check can be placed in the drop box beneath the mailbox gazebo bulletin boards. (No envelope or stamp needed.)

• You can drop off your check at Jerry's residence at No. 15.

• You can mail your check, made payable to THCA, to the Terrace at Highpointe, 35 Hyland Drive, Troy NY 12182. 

• You can electronically submit payment to paypal.me/jazzfanlion (please put your house number in the "notes" field).

Highpointe Drive paving set for Thursday


For those of you who have grown tired of driving on the the rough-milled surface of Highpointe Drive over the past two weeks, take heart.

The City of Troy has scheduled surface paving of the road for this coming Thursday (September 26).

Here's the complete week's roadwork schedule throughout the City:

Mayor names new Planning Board members

Troy Mayor Carmella Mantello, who has reconstituted the city's Planning Commission to become the Planning Board so she can change its makeup as several predecessor mayors have done, today announced the appointment of five members to the board. 

“I’m incredibly proud of our new Planning Board,” Mantello said. “Each of these five individuals brings a diverse range of experience, yet they all share a common vision for Troy. We aim to foster expansion and growth while preserving the strong sense of community, history and unity that makes our city so special.” 

And, Randy Coburn, the City's Commissioner of Planning and Economic Development, said, "I’m excited to have such a talented group of individuals joining the Planning Board. Each member brings a unique background and perspective, but what truly stands out is their shared dedication to Troy’s growth and future. I’m looking forward to working with them to expand and enhance Troy.” 

The new appointees:

Peter Kehoe -- a lawyer in private practice who has served in various leadership positions on local and state boards and advisory groups, including being a past chairman of the Planning Board.

James Shufelt -- an environmental, health, and safety manager for CD Perry & Sons, a Troy-based general and sub-contractor company.

Naomi "Toni" Dickinson -- a lifelong Troy resident who has been involved in such community activities as Prospect Park, the Hart Cluett Museum, the Lansingburgh Boys and Girls Club, and the Lansingburgh Historical Society. 

James Scully -- owner of the Bacchus Wood-Fired restaurant and wine bar in downtown Troy with extensive experience in operations management and strategic partnerships such as Hydro Consultants LLC. He has extensive experience in planning and development from a developer’s perspective.

Jeoffrey York -- an information security professional providing IT security support for General Electric, with a project and program management background in developing IT plans in a corporate environment.

Their first meeting will be held at 6 p.m. Wednesday, September 18.

Two alternate members will be chosen and announced in the coming weeks, according to Mantello's announcement.

Beautification Committee expands


Paula Fox-Murphy, the longtime chair of our Terrace Beautification Committee, has announced the reorganization of the committee.

"I can officially report that Janet and Fred Fowler have agreed to be added to the committee," she says, noting that she and Bob Malphrus"will be handling the summer/fall season, and Janet and Fred will be handling the winter/spring" when Paula and Bob are down south in snowbird mode. 

"I am delighted that they have offered since it is a two-person job -- being able to use a step-stool, being able to balance, having a second person to assist, and raising our hands up high for cleaning, stapling, etc.," Paula says. "Unfortunately, most of our community have difficulty with some or all of these needs."

As a leadup to this change, the Fowlers have informally been helping with seasonal decorations around our mailbox gazebo, for which we thank them. Going forward, if you'd like to pitch in to help decorate seasonally, please contact Paula and Bob or Janet and Fred, as appropriate.

Terrace canine resident graduates with honors

The Fowlers celebrate an honor.

Presley Fowler, a Cavalier King Charles Spaniel residing at 9 Hyland Circle, on Friday completed his training at the Good Choice Dog Training Academy in Albany. 

His education culminated in successfully passing a difficult final exam. Presley now officially is certified as a therapy dog through Dog Therapy International, and also received his "Canine Good Citizen Award."

Presley plans on spending time with stressed-out students at Rennselaer Polytechnic Institute and Russell Sage Colleges this fall, where he also will be pursuing a post-graduate degree in obedience sciences.

Highpointe Drive repaving due next week

You may have noticed various spray-painted directions applied to the road surface of Highpointe Drive this week. As a result, you may want to add some time to your planned travels around the area on Thursday (September 12). That's when that road is scheduled for repaving work under Phase II of the City of Troy's paving program. 

Regretably, our numerous inquiries about potential resurfacing of Hyland Circle have been met with the disappointing response that it is not on the schedule, although as you know we have been able to convince the City to do some fill-in work on cracks and potholes. 

Nevertheless, a new surface on the road leading from Oakwood Avenue (Route 40) does benefit Terrace residents to some drgree.

Under Phase II, the City says that "We ask that residents follow ALL posted no-parking signs, street closures, and detours. We do not want to tow, but will do so if vehicles impede scheduled work."
